I remembered a couple of years ago that in event the premium cabins are full, the pilots are to have a row of three seats to rest in Y. Is this still the case these days? Personally, I preferred pilots to rest in the premium cabins for safety reasons.

The use of y class for meal breaks is only for 1st officers. Capt have 1 business class seat blocked for their use. However, this is only applicable for older aircraft which are re configured to lesser seats in premium cabin.
New aircraft are not affected by the policy, so you can see capt and FO seating in premium cabin for their meal breaks

On SQ327/328 MAN flights they keep 16H & K free for tech crew to use. Having said that, on my recent SQ328 back to MAN they had a pax in 16K and the pilots used 16H and apparently had another seat in Y for them to use due to 16K not being available.
It's a long time since I have seen a pax in 16H or K on those flights, but the flight was absolutely rammed and I suppose in the current environment it makes sense to sell another J seat if someone wants one.
