Saver Upgrades (First) still available on 744 JFK-SIN?

I was wondering if anyone knows if Saver Upgrades from J to F are still given out on the 744?
I'm trying to perform an upgrade for a trip JFK-SIN in September and the website says 'not available'. I don't know what to make out of this - whether it is fully sold out, not given anymore, or it will be released closer to departure date.
Is there a better chance by phone?
If someone on this forum has any advice I'd be grateful

Difference between Saver On Waitlist and Not Offered?

Bumping this thread:
On certain dates the saver F award between FRA-JFK is on waitlist while on others its simply not offered. What is the difference between the two? Not offered would imply that there are no saver awards ever- a la the 77W and A380, whereas On Waitlist implies they don't have any Saver to release at this time. The date I want says the Saver F award is not offered. Does this mean there is no chance of the inventory not opening up (blackout date) or is it just bad terminology?

I think it is an intermittent glitch. Often come across this error on the SQ website.

What I do is to fiddle with the dates and retry.
