For the exact itinerary of the OP:

Tax: US International Departure Tax $15.40
Tax: US September 11th Security Fee $2.50
Tax: US Passenger Facility Charge $4.50
      Tax: USDA APHIS Fee $5.00
      Tax: US Immigration Fee $7.00
      Tax: US Customs Fee $5.50
Tax: US International Arrival Tax $15.40
      Tax: SQ YQ surcharge $333.10
Tax: Singapore Passenger Service Charge SGD 21

      Total: USD 403.20

I would call up, explain that the computer is making a mistake, and demand the 15% discount since you're having to book over the phone due to their computers.

The trick I found is that when you're using miles on your FFP to not book your host airline on it. ie Krisflyer with SQ, Miles and More with LH, Aeroplan with AC flights.

For example, Aeroplan charges something like $150 iin taxes for a YVR-YYZ-YUL-YVR ticket if booked on AC. If I use my LH Miles and More miles , I am charged $5 (if the flight goes through YYZ, if not, then its $0 ).

The exception to that is BMI Diamond Club. They will charge taxes and fees as though you have a full fare ticket.

I find that the Taxes & Fees are only calculated when the waitlist clears.

sounds right since the taxes and fees are evolving things.

speaking of fuel surcharges, the price of oil now at a 4 month low, fingers crossed for a fuel surcharge reduction THIS YEAR!

                When will this be fixed?

It is now $3,810.78 in taxes and fees for 2 people in F to DPS. Customer service "can't rebate the 15%" I am seriously pissed.

I just had a similar issue , the worst part is that you can lose availability if you wait .
