I told her very nicely back that any normal person would just cancel the card, and rather than lose a customer, they should just let bygones be bygones.
Still, she refused, so I canceled the card. Now i'm using a mixture of Amex PPS card for local spend and Maybank's Horizon card for overseas spend (which gives more miles than both Citi and Amex!).

Why conversion to CX miles so low?
I understand this is a business decision between CX and Citi Singapore, and some passengers would find it useful to convert to CX miles to top up their CX account for an award. But why would CX even bother to be a partner with Citi Singapore when their conversion rate at 1.0 Citi mile to 0.4 CX miles makes them look bad when compared to conversion to SQ, TG or NW miles which is a 1 to 1 conversion?

Well, from another side of the coin, with Citi in financial deep sh*t right now, one would want to transfer miles constantly to their FFP before chapter 11 kicks in.

It's also been widely reported that Citi's Singapore unit is one of its strongest performers, not to mention that the Singapore government last year guaranteed all Singapore Dollar and foreign currency deposits of individual and non-bank customers in banks, finance companies and merchant banks licensed by the MAS.

the only turn off part for the citi premiermiles card is the S$25 admin fee per conversion to frequent flyer programs. It so high. Compared to Maybank card free (S$0), RBS and OCBC S$10.70 (incl 7% GST). S$10.70 would be a reasonable amount.
Citi premiermiles card is also a cashback card, at 1.2%. Every 1000miles = S$10, which means spending S$833.33 for $10 rebate = 1.2% cashback, min 5000 miles (S$50), in multiples of 1000miles...6k, 7k, 8k etc...
for the annual fee of S$180, if you pay, u get 10000miles(=S$100), so u actually pay only S$80. if you do not wish to pay the S$180, its also fine, u can still keep the card...juz that citibank will reverse out the 10000miles.
pay or do not pay the S$180 annual fee, you still get your priority pass card for 2 free entries per year based on your card's annual fee month to PP's network of airline lounges, each entry is worth US$24 = S$35.

I think it's not so much a 'turn-off', rather that it forces you to save the miles for an annual transfer, or when you've accumulated a very significant amount of Citi Miles.
E.g. if you spend over the 50k amount anyway, you're going to find yourself in excess of 120k CitiMiles, which I consider reason enough to warrant paying $25 to boost up the KF account.
