I wonder what happens to all the money from the fines? In to government coffers?

How is this discouraging to the airlines if they made 6.7 trillion won, but only pay fines of 120 billion won? It actually seems encouraging.

I think it's meant to be more of a deterrent or a warning. In the worst case scenario, I suppose they might revoke their rights to fly there.

If i can remember, SQ Cargo also paid a similiar fine or two last year for a similiar case. Anyone knows how much it was ?
