Op-up to R on 380?

was just checking on my flight this Friday LHR-SIN on the 380.. noticed that inventory in business and economy have all been zeroed out.. I guess the flight is pretty full.. I'm going to guess the chances are for op-up to suites from business is pretty low knowing SQ.. but I'm curious if it has happened to others before?

When Suites were introduced the memo sent out to all stations said no op-ups to R, under any circumstances.

Wonder if they changed and sent out another memo.. last time I was in R on the same route in February this year.. I could have sworn I was the only paid R customer.. even up to the day before, I was the only person with the seat blocked off on the seatmap.. Then at boarding, the plane was completely full in all other classes and R had 6 other people in it... I assumed some people had op-uped, as I can't imagine so many people would pay the difference to go in R.. oh well..
