BTW in some countries turnaround passengers are denied entry to transfers and forced to enter the country even if those transitting to a third country do not need to do so.

I've experienced such (eg at POM) - thus my comment about legal requirements isn't just a hypothetical worst case scenario.

In summary, unless you are covered by the exact wording for transits, then you need to conform with the entry requirements.

Please follow the legal rules. The op would not be able to do a turn around at NRT. At Changi, SQ computer would not let the pax to check-in.
A third country requirement is ambiguous in reality. It could be that if the pax has SIN--NRT-BKK, the agent may not be able to check-in the pax.
The best solution is getting the proper visa. Why not staying a day at least at NRT after all the hassle in getting visa? There are many things to do in Tokyo.

That's the case at CMB now. You cannot transit for same plane turn, you must enter and exit immigration as it is not a transit. This is makes same plane transit risky as the immigration line can be unpredictable.

Have you resided in Hong Kong for 7 years consecutively?? If yes, just my suggestion; why not apply for the HKSAR passport, it'll be more convenient. There is no need to apply for a visa to enter Japan. HK is an efficient city, remembered if you apply for the express type, it just spare you around several working days.

I hold a British National Overseas passport (Another type of passport issued by the UK in Hong Kong), that is also no need to apply for a Japan visa to enter Nippon.
OT: I have found out that as an Indonesian citizen, I have to be naturalized first before I can apply for the HKGSAR passport. The naturalization process and passport thingy will take at least 1 year So, I am holding to my INA passport first.

I will consider to apply for the Japan visa.

Oh! I see. So forget about the HKSAR passport first.

Maybe I can provide you the address of Japan Consulate in Hong Kong, it is located at : 46-47/F, One Exchange Square, 8 Connaught Place, Central, HK

You can just get there by the MTR Island Line, get off the train in Central Station and then follow the Exchange Square exit, remember is exit A. Eventually you will find Exchange Square.

            Hopefully it may help you!

Thanks for the info. Greatly appreciated I will probably go to Central on Tuesday since it's time for me to collect my new HKID on the same day
