But nowadays, passengers can take advantage of the codesharing between KIX/NRT and CTS as you pointed out above, with All Nippon Airways.
for passengers ex-SIN, that's 2 flights to CTS via NRT/KIX. but for passengers flying into SIN and connecting out on SIN to KIX/NRT to CTS, that's a whopping 3 flights to CTS...
Just a guess, but it probably consists of a high proportion of leisure travellers and not very much premium F/J traffic which could make it unattractive as a route, even if there is potential to have lots of passengers in Y.
I took CX's HKG/CTS route year before last, and loads in Y were not bad I believe.
Flight operated by 773, 4x weekly.
Some Taiwanese carriers operate to CTS as well as an alternative.
SQ non stop to CTS would be great route for me. A lot of Singaporeans I know go to Hokkaido to ski.
Advantages to ski resorts in North America and Europe include:
1. No jet lag
2. More reliable snow during school holidays in December.
I don't know whether they can make money off season though.
2 possible revenue streams to make this flight viable:
1. Cargo. Hokkaido Food Fairs are very popular in Singapore
2. Develop year round tourism
Current connections are by NH or JAL and require long transits/transfer NRT to Haneda, cramped cabins and service other airlines don't talk about
Sometimes, I'm just curious why don't SQ develops MI or even TR to further exploit the long haul leisure market, not just regional. They can buy 787 and configure it with more economy class seats and less business class. Then, they can fly to places like CTS, TXL, VIE, ATH, ARN, etc.
Of course, I'm no expert in aviation and with oil prices at record high, this may not be a viable idea.

CX flies there but an overnight in HKG required.
i have considered cx but the going & return requires overnights at HK. HK airport hotels being expensive... be it regal or novotel, this draws the whole deal down...

A quick quote from JAL online shows sin-kix-cts-nrt-sin at sgd6100/adult and sgd4700/child. wow! some it mention "Fare type: Restricted Economy ". Connection time at KIX and NRT are good though and no HND/NRT transfer required. price puts me off.
