Airport tax for stop over in Singapore

Hi. I initially made an SQ redemption for round trip JKT to HK with no stopovers. I then amend the flight to add a stopover in Singapore on the forward sector. Since for some reason I can't amend the flights online I have to call in to SQ. I was then told I have to pay 40 dollars for airport tax due to the stopover. Is this correct? Because I recall when one stopover is allowed for redemption booking.

Taxes are still payable on a stopover that's permitted on your redemption.

If you changed your ticket from a cross to a stop (>23:59) you're liable for the SG tax.
