Checking-in additional Baggage on a long layover

Hi,

I'm quite sure the answer is yes but just wanted to ask if anybody has tried to do this -

My parents will be going from FCO-SIN-PER with a 16 hour layover in SIN. They plan on exiting the airport and spending some time in SIN. On their return to Changi, will they be able to check in an additional suitcase (their other baggage would have been checked all the way through to PER from FCO) as long as they are within their baggage allowance?

I have not done this on SQ but on CX many times. This is doable

I just did SQ638/SQ12 with a 11hr layover in NRT. Yes, I was able to check additional bags in NRT.

Will it add to your existing baggage weight count or it will reset so you can check another 30kg of stuff at the stopover point?
