When you arrive @ IAD, look for the signs that say "connecting flights" and follow it. It should lead you downstairs to concourse C. You'll use a different immigration queue as opposed to those who terminate in IAD. Once done, pick up your bags (if any), thru customs, drop them off on the conveyor, thru security, up 1 floor and you'll probably near the gate area for your flight to LAS.

Just hurry when you get off the plane. IAD security can be quite slow.
