Booking Hotels via BD - how does it work?

There's this triple miles promo going on now - but I have no idea how the basic system even works - with the stars and all that.

The few hotels that I'm interested in have No star rating, so do I get points on those? I vaguely recall seeing that it had to be 3 star and up to get Miles.
