On my last few flights on LH, I've seen gate agents ask a few passengers, as they approached the counter to have their BP scanned, to test their bags in the sizer in front of the counter. A couple of passengers per flight have had to check their bags. The measurement that presented the problem for these pax was the depth restriction (20 cm or 8 in., which is shallower than, say, BA's).
Enforcement hasn't been consistent; bags that would've been in violation of the size restriction were sometimes allowed through. Consistently, though, the bags that have attracted the gate agent's attention have been the wheelies.
I haven't been to a checkin counter, so I'm not sure if the weight has also been (sporadically) checked, a la LX at ZRH.
