IMHO this is a fairer policy than what SQ is doing. Premium classes pax should have more baggage allowance than Economy pax.
Does SQ allow pax to check 32kg bags (with a surcharge) for the NA routes? USD25 sounds pretty reasonable.

Luxury Airline Stays Ahead of U.S. Industry Practices Allowing Passengers to Continue to Check Two Bags Each at No Charge; New Weight Restrictions Will Apply
SAN FRANCISCO, CA – JULY 2 – Cathay Pacific Airways has updated its baggage policy effective immediately for Economy Class travelers between North America and Hong Kong. The leading international airline will continue to allow each passenger two checked bags but has changed the weight limit from 70 lbs to 50 lbs per bag. This new weight restriction applies to tickets issued on or after July 21.
While surging oil prices continue to challenge the industry, airlines worldwide have been making cuts in customer service by charging for checked baggage, cutting meal service and limiting other in-flight amenities. Cathay Pacific Airways has made a concerted effort to restructure costs so that the customer experience is unaffected.
The new baggage policy will not affect the current practice of two checked items per passenger or the size allowance of 62 inch bags, but instead will monitor weight of baggage so as to keep fuel costs as low as possible. The new baggage policy will primarily affect Economy Class passengers traveling Cathay Pacific Airways and onwards with sister airline Dragonair. Baggage over 50 lbs and up to 70 lbs will require an additional $25 fee. Baggage exceeding 70 lbs will be applicable to an excess baggage charge that can be quoted by Cathay Pacific Reservations.

First and Business Class passengers will continue to be offered the current baggage policy of 70 lbs per checked bag. In addition, Marco Polo members will maintain current baggage policies dependent on class traveled.
