I have at least $30 balance. Will try to sms again from North America this week. See whether it works.
Another question though, I bough two top-up card for SingTel. Unfortunately when I scratched the back PIN number, three numbers were completely gone. Do you think I lost the money there?

yes in the sense that you cannot top up the card using the conventional method.
No, in the sense that you can bring the top up to SingTel customer service and request that they do a manual top up to your account. The prepaid CRM software has a functionality to adjust the balance in the account.

Updated Prepaid Information
MicroSIM = nonexistentyou can get one via SingTel, but it's for data only
Regular Sized SIM Cards (you can always use a cutter):
SingTel
- S$15 = S$18
- All incoming calls are free.
- You will need two SIM cards if you want to use voice and data (one is required for each).
StarHub
- S$8 = S$10
- S$15 = S$18
- Only one card is required for voice and data.
- Data is activated for 24 hour periods only (S$2 = 20MB, S$4 = 100MB, $6 = 200MB).
- S$0.22 for first minute, S$0.18 each minute after.
M1
- Heard that all incoming calls were free, but the kid at the store was kinda clueless
- Rates seem to be the least expensive (S$0.16 weekday peak/S$0.08 evenings and weekends)
- Clueless didn't know whether an additional card would be required for data.

SingTel also has a $25 Hi128 card that 'translates' to equivalent of $128 value.
You get something like $100 local call value (both charged as incoming and outgoing), and $28 overseas call value. If you use 019 prior to your international number, it will be charged at the lower discounted rate.
All other phone companies have their own version of 'value' prepaids. You just have to find out which one suits you best.
Please note that you as an individual can only have a maximum of 10 prepaid phone numbers registered to your name!

Keep in mind, it expires in 50 days.
In the event you are only in Singapore for a few days, this may not be the best card unless you plan to talk a lot on your phone and not enjoy the beauty of of the country.HUGE AL
