Will the authorities allow a foreigner (AU) to enter and leave Singapore twice within 24 hours? I am talking about immigration clearance specifically. Am I able to land in SIN, clear immigration and come back to Changi, fly elsewhere, fly back, clear immigration again, then enter back a few hours later to fly out again? All within 24 hours. Thoughts?

They are getting tighter on procedures now. If for some reason you are late to board and the plane flew off without you, and hence need to get back out to landside, you will need to complete some paperwork as to what happened, and why you have to exit. It's not a problem, just that it would be noted.
I think all this came about after some clowns found a loophole to enjoy lounge facilities without actually flying ... and trying to meet their "idol" airside.

I can assure from personal experience that is categorically untrue. Why on earth would they have a problem with it ?. Singapore is a global business hub and Changi is one of the world main aviation hubs.

it shouldn't be a problem as even on the land crossing, just last month I accompany 2 Japanese guests who arrived in s'pore the previous day and the next morning we drove to jb for some discussions and back within 4 hours and then later in the evening the Japanese were called again to jb for further discussions and we drove in again and return 3 hours later - and there were no problems at jb nor s'pore CIQ and no questions asked.
But for change airport, do believe that once u go into the transit area as a local citizen (not sure about a foreigner)- one cannot go back through immigration to arrival without having the airline personnel to escort and prepare some documents.

not sure about your case, which involves two arrivals into SIN on the same day, but once I asked the immigration whether it is possible to clear the immigration again, and they said no, but my case was that I did not arrive in SIN twice. I had 2 days and my hotel was inside the airside, while I wanted to go landside to go to Poh Kim at night, and once again to city centre to eat the next morning.
