Another possibility could be for all Skyteam airlines to shift to T3.

SQ is able to move all its operations to T3, but was refused by Changi as it would cause T2 to be emptied. Already currently, with SQ cutting down on regional flights, most flights out of T2 are operated by Silkair.

If no, then this airlines can move to T2 to fill the slot left by SQ.
I still doubt T3 can fully accommodate SQ flightsvisit my blog

I think T3 can accommodate SQ flights, but i feel that its good they spread the usage of T2 and T3. Besides, T3 will normally be fully utilised at night when all the european, australian and japanese destinations depart at roughly about the same time.
T2 will be utilised for the regional flights for SQ and all MI flights.
T1 is indeed becoming a budget terminal in the day time where all the Jetstar, Air Asia just keeps coming in like flies throughout the day. But T1 really becomes messed up when the QF and the BA flights starts pouring in at night.
