If this is where I presume it is i.e near IST airport, then I recommend the Sheraton Atakoy. It's a 5-star overlooking the sea on one side a the Galleria shopping centre on the other side.

Having said that it is a distance to the city area.

The 4 Seasons Sultanamet is lovely but may be a little out of your price range. The service is top notch and you get access to the other four seasons by the Bosphorus.
