I worked in the City for a few years back in the dim and distant, and enjoyed spending a lunchtime pint by the river, watching all the planes coming into LHR, but the more you think about it, how can it be a good idea to have 50-odd planes an hour flying across one of the world's major cities, given the prevailing wind.
It makes far better sense to either develop Stansted or Gatwick, or even dust off the plan for the Thames estuary.
