Transportation to city
Normal taxi: Join the taxi queue at the Arrival Hall. All taxis in Singapore run by meter and are generally honest. There is a surcharge of S$3 - S$5 from the airport and 50% midnight charges apply (There is no 50% on the surcharge).
MRT: Easiest mode of budget transport for easy to get lost travellers. Go to the MRT station located at the end of Terminal 2 and Terminal 3. Grab a MRT map from the station or the Singapore Visitor's Centre at the Arrival Halls. Best to check which MRT station is nearest to your destinations before leaving the airport. Look for the yellow sign "City Train" around the airport
Airport Shuttle: A taxi pool service best recommended for individual travellers not in rush for time, but don't want the hassle of taking public transport and don't want to pay extra money for the normal taxis. Airport Shuttle has a counter located in each Terminal and will depart at fixed times displayed on the counter. You will need to pay S$9 in cash directly to the driver. Tell the counter staff where you are going for them to consolidate the list to the drivers. The shuttle will bring you to the hotels in the city area except those in Sentosa Island.
Maxicabs: Same counter as Airport Shuttle. You can book the whole shuttle cab at S$45 and it seats 7 people inside. Note that there are extra charges for every stop along the way to the final destination
Limousine Taxis: At another counter beside the Airport Shuttle. The taxis are the Mercedes type
The cost and operation is like the maxicabs and also cost S$45.
Public Bus: Proceed to the basement of the terminals and you will find the public bus stop. Not recommended unless following a local or have done it before.
Car Rentals: Drive and follow the signs. Counters at the Arrival Halls.
Other Tips
Be aware of touts. Yes they do appear occasionally and will normally target a certain group of people. Some of these people are from the airport shuttle and limousine counters trying to get business.
Airport hotels. Only 2 hotels provide free shuttle service to/fro the hotel. They are the Changi Village Hotel and the Mercure Roxy Square. Pls approach the hotel reservations counter for the representative pick up. The new Crowne Plaza near Terminal 3 will be ready mid 2008.

Restaurants: McDonalds, Polar Cafe, Pacific Coffee, Burger King, Starbucks and Coffee Bean & Tea Leaf, Tong Shui Cafe, Breeks Cafe and the Food Court operates 24hrs.
Airport Staff canteen: Our little gem of local food at hawker prices! Lots of locals know about this place where the most famous satay stall (Rex Satay) in Singapore is now located. I think it doesn't taste as nice now...since we cannot use the charcoal stove here. It gets jam packed, but pls be considerate to the airport staff and refrain from eating during peak lunch / dinner hours. The staff only have limited hours for their meals and they can't exactly afford restaurant prices every day! Staff gets discounted prices and the list is shown at all the stalls.
