Turnarounds and visas

Is it possible to do a turnaround in SGN or HAN without a visa?
Can one get Visa on arrival?
What about PNH?

Actually I did not need a visa for SGN turnaround as I was staying airside. Transfer desk did however need to send someone landside to check me in while I waited as they had no facilities for check in airside. This was a couple of years ago.

Same for PNH (was earlier this year) - no visa required for turnaround. This had no one on the transfer desk so I had to get someone's attention to both open up security and arrange for me to be checked in. Even with just one hour transit it was easily done with enough time to visit the lounge also.
