I have to say I find this troubling - if the electronic device has an 'flight mode', then fine.
If it doesn't transmit signals (i.e. passive), then fine.
But this sets a troubling precedent, not to mention how horrible it will be to put up with people trying to call / getting random sms-es as a new country picks up the first device transmissions upon descent in a new location.
Aka the "Welcome to so-and-so country. For data charges please call 123456789, and note roaming costs apply."
Bloody annoying when they all come in at once..

I don't believe anything is ever THAT important that waiting another 2-min will make a difference. Some people need to get a reality check and some common sense.
With regards calls allowed during the whole flight, anybody with a sense of anything IT will be happy enough to get data transmission like WiFi because even then it's dead easy to make international phone calls or chat. Better still with a WiFi enabled mobile phone.
