Are you looking for a US style brunch ? Otherwise, a local can correct me if I'm wrong but I'm not sure thre's a local equivalent - just have an early lunch!
Perhaps touristy but I've always thought of going for Tiffin at Raffles but have never got round to it yet:
I've only gone to the champagne brunch at mezza9 in the Grand Hyatt. But that's because I've enjoyed the experience (hic! ) since the first time I've gone, and so I've had no reason to explore other options.
The atmosphere at Greenhouse is much brighter, which appeals to most people, but I preferred mezza9, although I haven't been there since they changed the champagne to Taittinger.
Paulaner Brauhaus also has a good German Sunday Brunch with free flow of beer.

I may be a bit late but the best Sunday Brunch in Singapore at the moment would probably have to be having it with me
