Track for a typhoon can be forecasted and I believe pilot should be able to determine if at the time of scheduled arrival whether the weather condition is suitable to land before departure.
I wonder for the safety and comfor for passengers whether that service should have not left SIN at the first place so diversion would not occur. I believe diversion should cost more money and a bad experience for passengers.
