Is the quota the same for redemption upgrades and full redemption?

Say for Savers redemption, do they share the quotas for redemption upgrades from coach to biz, and outright redemption of full ticket

Usually an airline prefers paid ticket and the mileage upgrade over the outright redemption ticket because the former means more revenue.

SQ seems to be the only airline I know that is preferring outright redemptions. I came across a number of cases where the saver award was available while the upgrade was not.

Call and let them raise it to inventory management and if there is a saver seat, you should get your upgrade.
