The answer is not to try and reduce the number of your top tier FF's but to make sure you have sufficient facilities for them. If their pax numbers are increasing, and bearing in mind SQ's reliance on those up front, then the lounges need updating.
On the other hand, QPPs probably normally fly in C, so they could be responsible for the squeeze in the SKL F. It's possible that continuing TPP access on any ticket and discontiuing QPP access will have a greater impact on the 'exclusivity' of the F side (while rewarding the sustained profitable loyalty that TPP status demonstrates).
As a QPP, normally flying on C, access to the SKL F at Sin is one of the few "benefits" I get. Interestingly, at my last visit to SKL F at Sin, the gate attendant DID NOT direct me to the F SKL when I showed my C BP with PPS sticker....she left it up to me, and when I walked into the F lounge, it was packed to the rafters (~10pm!!), and it did take me a little while to find a free chair to sit on
