Currently, not really. However, changes are on the way. Garuda will be revealing a new and revamped frequent flyer program at the end of March 2014.
Also, 2 aircraft have been repainted into SkyTeam livery now. PK-GPF, a repainted A333, will be used during the SkyTeam joining ceremony on March 5th in Jakarta. PK-GMH, a repainted B738, has been flying since yesterday with the SkyTeam livery. A CRK will also be repainted into a SkyTeam livery within this week I believe.
I have seen a posting on a local Indonesian forum of a guy who flew an inter-European sectors on KLM but he credited his miles to GA's frequent flyer (GFF) account. He later found out that not only has he got his miles credited to his GA's GFF account but his tier miles as well.

If anyone is in the ANA Mileage Club closet, it will be even much easier now to come out as per this recent codeshare and comprehensive frequent flyer / parnership agreement between the 2 airlines.
The news is that Garuda will be signing a couple more comprehensive agreements with other non SkyTeam alliance airlines just before the official entry into SkyTeam on March 5th, 2014.
It is in these compartments that the closet STFB's and STFG's hide in whilst never admitting they secretly admire Flying Blue and DL Skymiles....
the addition of GA now, makes coming out a bit easier.

However, I can assure you that I have no love for AF (as they horked 100,000 miles from my account via violating their own Ts&Cs) or DL (where I trace my roots back to NW and the destruction of the USA airline industry).
KE I may give a chance to...but they're not an SPG transfer partner...
