5F observation deck at NRT

is the 5F observation deck at NRT at termnial 1 accessible for transit passengers ? or for outside visitors only? http://www.narita-airport.jp/en/fun/...our_index.html

That area is outside the immigrations and customs, so you must enter Japan in order to use that area.

The terminal itself is already excellent for viewing anyway, with huge windows and plenty of interesting aircraft. If you don't have enough time, I wouldn't try too hard to get to the viewing deck personally.
