Can I collect bag and transit without going through customs?

You have to go through immigration before you can reach baggage claim. After you claim your baggage, there is only one way out which is through customs.

Immigration/Customs is an easy process at Changi. Very Rarely does one need to take more than 20mins from getting off the plane till being re-united with one's bags.
